State Bank of Pakistan has been stressing the importance of micro-finance for the last few years. On Wednesday, the 20th June, 2012, it went a step further by setting up micro-finance-exclusive credit information bureau (MF-CIB) in its organisational structure to give a boost to the micro-finance sector. Highlighting the importance of this sector in Pakistan's economy, Governor, SBP, Yaseen Anwar stated that the bureau would help micro-finance banks and micro-finance institutions in developing a robust risk management system, which in turn would reduce the risk of multiple borrowings and loan defaults. As such, the MF-CIB would open access to credit for millions of potential poor borrowers and reduce the credit risk cost of the lenders, besides lowering the loan price for borrowers. At present, even the creditworthy borrowers of micro-finance institutions face difficulties in accessing larger loans due to non-availability of their history of past loans and timely repayments to a micro-finance institution. The MF-CIB could facilitate the "graduation" of such livelihood-based workers into small entrepreneurs. SBP, according to the Governor, had played a sterling role in the development of micro-finance sector as an alternative to conventional banking to serve the lower end of the market. Financial inclusion, which was a core component of SBP's financial sector development strategy, envisages transferring the financial market into an equitable system with efficient market-based financial services to the otherwise excluded - poor and marginalised - population, including women and young people. Pakistan had one of the lowest financial penetration levels in the world, with 56 percent adult population totally excluded, and another 32 percent informally served. We totally agree with the basic idea of State Bank establishing the MF-CIB but are also aware of its limitations. As in the case of existing credit bureau in the SBP, the new bureau would also certainly serve a very useful purpose by identifying the habitual loan defaulters in the micro-finance sector. The raising of red flag in these cases would not only help the micro-finance institutions in refusing loans to applicants with a dubious history but would also oblige these institutions to open access to potential creditworthy borrowers who could play a really useful role in reviving economic activities in the country. The opening of MF-CIB, could also have an indirect impact on alleviation of poverty and creation of more employment opportunities. Since the ratio of loan default in micro-finance in Pakistan is usually higher than in conventional lending, the establishment of such a facility in the SBP was of course long overdue. However, while commending the usefulness of MF-CIB, it needs to be kept in view that State Bank, as a matter of policy, should not be so much concerned about equitable distribution of credit or helping the poorer or marginalised sections of society. While assistance to the poor is a noble idea, it is the proper management of fiscal policy which should carry the burden of a welfare regime and ensuing equity, bank credit must be facilitated to flow to business activities which yield the highest returns to ensure its use in an optimal fashion. Also, the situation, at present, demands that the State Bank must continue to concentrate on ensuring price stability and persuading the government to borrow less from the banking system in order to spare more resources for the private sector credit expansion including for the micro-finance sector. Nobody can refute the importance of micro-finance in the country's economy and the need to remove impediments to its free flow but the nation will be served better if the State Bank continues to accord priority to its primary responsibility of reducing inflationary pressures on the economy and checking sub-optimal use of bank credit.

Ecuador studying asylum bid by WikiLeaks founder

(AP) ? Ecuador's foreign minister says lawyers convened by the government are studying the political and legal implications of granting exile to WikiLeaks founder Julian Assange.

S. marriages will end in divorce.

There?s a flip side to these sobering statistics, however. Marriage is still the ideal for most people in American society. In surveys of high school seniors, fewer than 10 percent say they do not expect to marry. Ultimately, 90 percent of Americans will wind up tying the knot.

So here we have a paradox. Most people want to get married and there is considerable research evidence that marriage has a wide range of benefits. But too often, the joy that accompanies the wedding celebration turns sour, and nearly half of couples who stand at the altar in hopeful excitement find themselves starting over after the trauma of divorce.

In our surveys of the life wisdom of the oldest Americans, I was particularly interested in their advice about finding a life partner and staying married. Many of the elders we talked with?for the book 30?Lessons for Living?had been married for 30, 40, 50 or more years. Others had experienced disastrous marriages ? but offered advice for how younger people can avoid the same fiascoes.

Here are their three top (and somewhat surprising) lessons:

Marry Someone a Lot Like You

I asked hundreds of elders what is most important for a long and happy marriage and their advice was just about unanimous: Opposites may attract, but they don?t make for great and lasting marriages. Based on their long experiences both in and out of love relationships, their first lesson is this: You are much more likely to have a satisfying marriage for a lifetime when you and your mate are fundamentally similar. And the most important thing to look for is similarity in your core values.

Take Emma Sylvester, who at 87 has been married for 58 years. As she put it with a smile, ?It?s quite an achievement.?

I didn?t know it when I got married, but in retrospect I know it?s important to have the same basic values. In other words, if you?re a free spender, marry somebody who understands that. If you?re frugal, you need to marry somebody who understands that, because money is one of the stumbling blocks in marriages. And fortunately we had the same values on most things. Because of this, we really didn?t argue. And we really didn?t agonize over things. We came to our decisions by just realizing that we had usually the same goals. We both believed in education. We wanted to be moral according to society?s standards, to raise our children to be good citizens, and to be responsible in terms of finances.

Arguments emerge over apparently trivial issues, the elders told us, because they really reflect underlying values. Whether the wife purchases an expensive golf club or the husband a new electronic toy is not the core issue in what can become a monumental fight, but rather the deeper attitude toward what money means and whether the financial interests of the couple are more important than indulging an individual whim.

The elders urge people committing to a relationship to ask the question: Do we believe the same things in life are important? If problems develop in the relationship, these experts on long marriages say that value differences are likely to be at the heart of the problem.

Never Expect Your Partner to Change after Marriage

What about taking a leap of faith on the marriage under the assumption that you can change your partner after you?re married? The elders were as clear about this possibility as can be: Forget about it. According to them, entering into a marriage with the goal of changing one?s partner is a fool?s errand.

Rosie Eberle, 80 and happily married for 56 years, had a blunt comment to make about the entering into a marriage expecting to change one?s partner: ?It?s just plain stupid.? She went on:

For heaven?s sake, don?t say ?Oh, he?s this way now but he won?t always be like that.? Because they usually are, and you have to be careful, that?s all. So don?t marry someone and then think, ?Oh, well he?ll change.? Or ?I?m going to change him.? Believe me, it doesn?t happen. But people get real stubborn, and believe that can change a person later on, which never works.

Friendship Is as Important as Love

When asked the question: ?What?s the secret to a long, happy marriage such as yours?? a common answer from people in long marriages was: ?I married my best friend.? Similarly, from those whose marriages did not succeed, I often heard: ?Well, we were good at love, but we never learned how to be friends.?

Ex-Penn St. assistant Sandusky guilty of sex abuse

BELLEFONTE, Pa. (AP) ? For years, the children Jerry Sandusky had preyed upon kept quiet about what the former Penn State assistant football coach did to them in echoing shower stalls, empty hotel rooms and the muffled confines of his basement bedroom.

After a swift trial and less than two days of deliberations, a jury issued an emphatic verdict late Friday: Sandusky was guilty on 45 counts of sexual abuse, meaning the man once considered a successor to coach Joe Paterno will likely die in prison.

The verdict is not the end of the scandal that took down Paterno and deeply shook the state's most prominent university. It will play out for years in courtrooms and through a set of ongoing investigations.

But the trial did present one piece of finality: Sandusky was taken away in handcuffs to the county jail. Sentencing will be in about three months, but mandatory minimums will keep him behind bars for life.

"One of the recurring themes in this case was, 'Who would believe a kid?'" Attorney General Linda Kelly said. "The answer is, we in Bellefonte, Pa., would believe a kid."

Sandusky, a retired defensive coach, showed little emotion as the verdict was read, giving his wife, Dottie, and family members a half-wave as the county sheriff led him away.

There were only three acquittals among the charges related to 10 victims, eight of whom took the stand to describe fondling, forced oral sex and anal rape. Many of the accusers testified that they had told no one of the abuse that dated as far back as the mid-1990s ? not parents, not girlfriends and not police.

The accuser known in court papers as Victim 6, whose mother alerted authorities in 1998 after Sandusky took her son into a shower, broke down in tears upon hearing the verdicts in the courtroom. Afterward, a prosecutor embraced him and said, "Did I ever lie to you?"

The man, now 25, testified that Sandusky called himself the "tickle monster" in a shower assault. He declined to comment to a reporter afterward. His mother said: "Nobody wins. We've all lost."

One of the three counts for which Sandusky was acquitted concerned Victim 6, an indecent assault charge. The man testified that Sandusky had given him a bear hug in the shower but at one point he just "blacked out."

The other acquittals were an indecent assault charge related to Victim 5, who said Sandusky fondled him in the shower, and an involuntary deviate sexual intercourse charge regarding Victim 2, the boy graduate assistant Mike McQueary saw being attacked in a campus shower.

That charge resulted in an acquittal because McQueary did not see penetration, juror Joshua Harper told NBC's "Today" on Saturday. But, Harper said, McQueary made it apparent he saw something "that was wrong and extremely sexual."

Almost immediately after the judge adjourned, loud cheers could be heard from a couple hundred people gathered outside the courthouse as word quickly spread that Sandusky had been convicted. The crowd included victim advocates and local residents with their kids. Many held up their smartphones to take pictures as people filtered out of the building.

As Sandusky was placed in the cruiser to be taken to jail, someone yelled at him to "rot in hell!" Others hurled insults and he shook his head no in response.

Defense attorney Joe Amendola was interrupted by cheers from the crowd on the courthouse steps when he said, "The sentence that Jerry will receive will be a life sentence."

In addition to the eight who testified, there were two yet-unidentified victims for whom prosecutors relied on testimony from a university janitor and McQueary, whose account of a sexual encounter between Sandusky and a boy of about 10 years old ultimately led to the Paterno's dismissal and the university president's ouster.

Sandusky did not take the stand in his own defense.

After the verdict was announced, defense attorney Karl Rominger said it was "a tough case" with a lot of charges and that an appeal was certain. He said the defense team "didn't exactly have a lot of time to prepare."

The ex-coach had repeatedly denied the allegations, and his defense suggested that his accusers had a financial motive to make up stories, years after the fact. His attorneys also painted Sandusky as the victim of overzealous police investigators who coached the alleged victims into giving accusatory statements.

One accuser testified that Sandusky molested him in the locker-room showers and in hotels while trying to ensure his silence with gifts and trips to bowl games. He also said Sandusky had sent him "creepy love letters."

Another spoke of forced oral sex and instances of rape in the basement of Sandusky's home, including abuse that left him bleeding. He said he once tried to scream for help, knowing that Sandusky's wife was upstairs, but figured the basement must be soundproof.

Another, a foster child, said Sandusky warned that he would never see his family again if he ever told anyone what happened.

And just hours after the case went to jurors, lawyers for one of Sandusky's six children, Matt, said he had told authorities that his father abused him.

Matt Sandusky had been prepared to testify on behalf of prosecutors, his lawyers said in a statement. The lawyers said they arranged for Matt Sandusky to meet with law enforcement officials but did not explain why he didn't testify.

"This has been an extremely painful experience for Matt and he has asked us to convey his request that the media respect his privacy," the statement said. It didn't go into details about his allegations.

Defense witnesses, including Dottie Sandusky, described Sandusky's philanthropic work with children over the years, and many spoke in positive terms about his reputation in the community. Prosecutors had portrayed those efforts as an effective means by which Sandusky could camouflage his molestation as he targeted boys who were the same age as participants in The Second Mile, a charity he founded in the 1970s for at-risk youth.

Sandusky's arrest in November led the Penn State trustees to fire Paterno as head coach, saying he exhibited a lack of leadership after fielding a report from McQueary. The scandal also led to the ouster of university President Graham Spanier and criminal charges against two university administrators for failing to properly report suspected child abuse and perjury.

The two administrators, athletic director Tim Curley and now-retired vice president Gary Schultz, are fighting the allegations and await trial.

The family of Paterno, who died exactly five months before Sandusky's conviction, released a statement saying: "Although we understand the task of healing is just beginning, today's verdict is an important milestone. The community owes a measure of gratitude to the jurors for their diligent service. Our thoughts and prayers continue to be with the victims and their families."

In a statement, Penn State praised the accusers who testified and said that it planned to invite the victims of Sandusky's abuse to participate in a private program to address their concerns and compensate them for claims related to the school.

Sandusky had initially faced 52 counts of sex abuse. Prosecutors dropped one count and the judge tossed three others during the trial, on grounds two were unproven, one was brought under a statute that didn't apply and another was duplicative.

Turkey weighs response after Syria downs Turkish jet

ANKARA/BEIRUT (Reuters) - Turkey promised on Saturday to do "whatever necessary" in response to Syria's shooting-down of a Turkish fighter, but did not immediately contest an assertion by Damascus that the jet had been in its airspace at the time.

The downing of the aircraft, at a point close to the sea borders of both countries, provided a demonstration of Syria's formidable Russian-supplied air defenses; one of the many reasons for Western qualms about any military intervention to halt bloodshed in the country.

Ankara's once-friendly relations with Damascus had already turned icy over President Bashar al-Assad's violent crackdown on a 16-month-old revolt, but signals from both sides suggested neither wanted a military confrontation over the incident.

"It is not possible to cover over a thing like this, whatever is necessary will be done," Turkish President Abdullah Gul said, according to state news agency Anatolia, adding that Ankara had been in telephone contact with Syrian authorities.

He said it was routine for fast-flying jets to cross borders for a short distance and that an investigation would determine whether the F-4 fighter was brought down in Turkish airspace.

Syria's military said the Turkish aircraft was flying low, just one kilometer off the Syrian coast, when it was shot down.

"The navies of the two countries have established contact. Syrian naval vessels are participating along with the Turkish side in the search operation for the missing pilots," it said.

With the second biggest army in NATO, a force hardened by nearly 30 years of fighting Kurdish rebels, Turkey would be a formidable foe for a Syrian military already struggling to put down a popular uprising and an increasingly potent insurgency.

"DECISIVE STEPS"

Turkish Prime Minister Tayyip Erdogan chaired an emergency security meeting on Friday evening after which his office said it is "understood" that Syria had downed the plane and confirmed that both sides were searching for the two missing airmen.

"Turkey will present its final stance after the incident has been fully brought to light and decisively take the necessary steps," said a statement from Erdogan's office.

Turkish newspapers were less restrained.

"They (the Syrians) will pay the price," said Vatan, while Hurriyet daily said "He (Assad) is playing with fire."

The joint Turkish-Syrian search and rescue operation sits uneasily with Turkey's hosting of the rebel Free Syrian Army fighting to topple Assad, once a personal friend of Erdogan.

The souring of relations over the past year has provoked concern among Turks that Syria may revive its former support for Kurdish Workers Party (PKK) insurgents in southeastern Turkey.

"It's possible the Turks were sending jets in the area in response to an apparent escalation of the PKK's activities," Hilal Khashan, political science professor at the American University of Beirut, told Reuters.

"Turkey may suspect that Syria and Iran are supporting Kurdish rebel activities now as a reaction to Turkish support of the Syrian revolt," he said.

However, Khashan said he did not expect a harsh military reaction from Turkey. "It is under a tight leash by the United States. They don't want to start a war tomorrow."

BUDDING CIVIL WAR

A civil war, or something closely resembling one, is already in full swing in Syria, where fighting or shelling engulfed parts of the cities of Aleppo, Hama, Homs, Deir al-Zor and Douma, according to the Syrian Observatory for Human Rights.

The British-based watchdog also reported fierce clashes and shelling in the town of al-Bab in Aleppo province, where army helicopters were flying overhead. It said rockets and gunfire had killed three people in al-Qusair, a town in Homs province. Two men were killed in an ambush by security forces in Hama.

Turkey fears the fighting, much of which pits majority Sunni Muslim dissidents and rebels against Assad's Alawite-dominated security forces, could unleash a flood of refugees over its own border and ignite regional sectarian conflict.

It already hosts 32,000 Syrian refugees near the border. The opposition Syrian National Council meets in Istanbul.

Ankara has previously floated the possibility of setting up some kind of safe haven or humanitarian corridor inside Syria, which would entail military intervention, but has said it would undertake no such action without U.N. Security Council approval.

Turkey has said however that Assad must go.

It was unclear why the Syrians had shot down the aircraft, which, having left a base in Malatya, was flying close to a corridor linking Turkey with Turkish forces on Northern Cyprus.

"The Syrian military may have taken a calculated gamble by downing the Turkish plane, which could boost the morale of Assad's loyalists after increased defections from the military," said Yasser Saadeldine, an opposition Syrian commentator.

"A Turkish retaliation would fit into the fantasy he (Assad) is peddling that the uprising is a foreign conspiracy."

Russia and China, Assad's strongest backers abroad, have fiercely opposed any outside interference in the Syrian crisis, saying envoy Kofi Annan's peace plan is the only way forward.

Russian Foreign Minister Sergei Lavrov said after talks with his Syrian counterpart on Friday that he had urged Syria to "do a lot more" to implement Annan's U.N.-backed proposals, but that foreign countries must also press rebels to stop the violence.

Lavrov said the Syrian authorities were ready to withdraw troops from cities "simultaneously" with rebels. A Syrian military pullback and a ceasefire were key elements in Annan's six-point peace plan, most of which remains a dead letter.

Forgotten star cluster now found useful in studies of Sun and hunt for Earth-like planets

ScienceDaily (June 23, 2012) ? A loose group of stars, known for over 180 years but never before studied in detail, has been revealed to be an important new tool in the quest to understand the evolution of stars like the Sun, and in the search for planets like Earth. "We have discovered that a previously unappreciated open star cluster, which is a little younger than our Sun, holds great promise for use as a standard gauge in fundamental stellar astrophysics," said Jason T. Wright, an assistant professor of astronomy and astrophysics at Penn State University, who conceived and initiated the research.

Wright's research team's first paper on the cluster, known as Ruprecht 147 or NGC 6774, has been submitted to the Astronomical Journal for publication. Team member Jason Curtis, a graduate student in Wright's lab, led the work for this paper and will present the team's project in Barcelona, Spain, later this month at the 17th Cambridge Workshop on Cool Stars, Stellar Systems, and the Sun.

When searching for planets with an Earth-like mass and an orbit that allows liquid water to exist on the surface, astronomers often search around stars the mass of the Sun and smaller. "The Ruprecht 147 cluster is very unusual and very important astrophysically because it is close to Earth and its stars are closer to the Sun's age than those in all the other nearby clusters," Wright said. "For the first time, we now have a useful laboratory in which to search for and study bright stars that are of similar mass and also of similar age as the Sun. When we discover planets around Sun-like and lower-mass stars, we will be able to interpret how old those stars are by comparing them to the stars in this cluster."

Wright's team has shown that Ruprecht 147 is 800 to 1,000 light years from Earth, which is so close that it is bright enough to be seen with binoculars in late-summertime skies in the constellation Sagittarius. "All of the other nearby clusters astronomers study contain stars much younger than the Sun, and all of the older stars are more than 3,000 light years away. So this cluster, being both old and close, provides a unique opportunity," Wright said. Although it appears to be relatively large on the sky, the cluster can be difficult to spot because it is not very compact and it is located in the densest, brightest region between Earth and the center of the Milky Way galaxy.

To study the Ruprecht 147 cluster, which is much larger on the sky than most objects astronomers study, the Wright's team had to use some specialized, wide-field cameras -- including those on the MMT telescope in Arizona and the Canada-France-Hawaii Telescope on Mauna Kea in Hawaii -- in order to get its many stars within the frame of view. "Even with these wide-field cameras, we've had to build mosaics of images to cover the whole cluster and to take very quick snapshots so that we don't overexpose the brightest stars, Wright said. "Most modern telescopes weren't designed for clusters so bright and close."

When the object was first discovered in 1830 by British astronomer John Herschel, he described it as "a very large straggling space full of loose stars." He subsequently included it in the General Catalog of astronomical objects, which he compiled based on the observations of his father William Herschel. "The cluster was rediscovered in the 1960s by Jaroslav Ruprecht, which is how it got its current name, but until now no astronomers paid it any special attention, probably because many presumed it was an asterism -- a chance alignment of unrelated stars," Wright said.

Wright's team's work has proven, for the first time, that the Ruprecht 147 cluster is only a bit younger than the Sun on the astronomical time scale. The stars in Ruprecht 147 are about 2.5-billion years old, or about half the age of the Sun, and about the age the Sun was when the first multicellular life emerged on Earth.

The team's initial observations also have measured the distance to Ruprecht 147, as well as the directions and velocities of its stars to verify that they are moving together through space in three dimensions, both across the sky and in the same angle away from Earth. These observations confirm that these stars are members of a true cluster, not just a random pattern on the sky. Wright's team already has identified 100 stars as members of the cluster, and is working to find more.

Wright said that most of the work for this initial paper was done by Jason Curtis as part of his dissertation research. Curtis's work includes observations with the Canada France Hawaii Telescope (CFHT) and the Keck telescope in Hawaii, the Lick Observatory in California, and the MMT Observatory in Arizona. "This project is exciting for me as a graduate student because it gives me the opportunity to use the latest astronomy techniques and instrumentation to explore a star cluster that has never before been investigated to this extent," Curtis said. "While this project has given me training in well-established, fundamental methods of astronomy observation and analysis, it also is opening up new doors to cutting-edge astrophysics research." For further studies, Curtis is participating in observations with the Magellan telescope in Chile and NASA's orbiting Chandra X-Ray Telescope.

In addition to Wright and Curtis, other co-authors of the team's first scientific paper include Angie Wolfgang, of the University of California, Santa Cruz; John Brewer, of Yale University; and John Asher Johnson of the California Institute of Technology. The U. S. National Science Foundation provided financial support for this research.

"Our project with this important cluster is just beginning," Wright said "Eventually, it is going to let us find and study nearby stars with a mass like the Sun's, to help in the hunt for Earth-like planets, and to test and improve the models astronomers use to understand the evolution of stars including our own Sun."

WASHINGTON, June 21, 2012 The American Chemical Society (ACS) Science & the Congress Project invites news media to attend a luncheon briefing on "Nanomaterial Safety: Do We Have the Right Tools?" This briefing is hosted by the ACS Science & the Congress Project with honorary co-host the Congressional Nanotechnology Caucus.

With nanotechnology, scientists engineer materials on a molecular level; that is, they work with such basic factors as the size, shape and surface properties of substances, in addition to altering the chemical composition, to create materials that exhibit novel properties. While the science to engineer nanomaterials has been developed largely since the 1980s, public laws to regulate the safety of materials and chemicals, such as the Toxic Substances Control Act (TSCA), were crafted in the 1970s. Important questions for our times: Does our understanding of and information about nanotechnology adequately inform the policies designed to ensure safe product development? Likewise, do the current policies address both the possible problems and benefits associated with nanotechnology? This panel will discuss whether policymakers currently have the necessary tools, both scientific and policy mechanisms, to reap the potentials of nanotechnology.

100s killed, 1,000s hurt in Calif. police pursuits

More than 10,000 people have been injured ? 321 of them fatally ? in California over the past ten years as a result of high-speed police chases, according to data obtained by NBCLosAngeles.com.

The deaths and injuries have continued apace in the state even after a law was enacted to try to reduce the number of chases and make them less dangerous. In fact, the data show that individual chases have become more deadly since the law went into effect in 2006.


Last year alone, pursuits culminated in crashes that caused 927 injuries and 33 deaths, among them one police officer and eight people who were either passengers or bystanders, according to the data, which was provided to NBC4 by the California Highway Patrol.

In the most recent case, a grisly collision in Los Angeles on Saturday that killed two women and injured three other people at a taco truck in Boyle heights, driver Elba Jimenez, of Upland, will be charged with two counts of murder, felony drunk driving and failing to yield to law enforcement, said a top official at the California Highway Patrol.

CHP officers said they initiated that chase after Jimenez, who allegedly was weaving in lanes, failed to pull over after they flashed their lights and blared their sirens on I-10 near downtown. They pursued her to Northbound I-5, where Jimenez allegedly exited at Cesar Chavez and plowed into a parking lot filled with people.

?It?s an absolutely tragic situation,? Asst. Commissioner Ramona Prieto told NBC4 on Monday. ?My heart goes out to the families, the people who witnessed it, and the people who were injured. It?s a horrible, horrible situation.?

The CHP plans to investigate the incident, as it does all chases in which someone is injured or killed, she said.

?We have a standardized pursuit critique that carefully looks at every aspect of the pursuit,? Prieto said.

As concerns over high-speed chases have mounted over the years, the CHP has instituted a number of policies aimed at reducing their frequency and danger, Prieto said.

For example, she said, the police agency uses so-called spike strips ? pieces of sharp, pointed equipment aimed at blowing out vehicle tires ? which are dropped on the road in front of a fleeing car in an effort to disable it.

The CHP also employs what it calls an "immobilization technique," also known as a "PIT maneuver," in which a squad car bumps a car whose driver is trying to flee in an effort to turn the car around and prevent him or her from driving away, Prieto said.

Officers undergo quarterly training about safety and appropriateness in pursuits, including spending time in a traffic simulator that mimics the experience of chasing a fleeing car.

Other police agencies have implemented stricter policies. The Los Angeles Police Department, for example, no longer engages in high-speed chases of drivers who are only suspected of traffic infractions or misdemeanors.

"They're not pursuing for infractions and things like that, because it became very dangerous," said LAPD Capt. Anne E. Young, who heads the Central Traffic Division.

But many public safety advocates ? and families of those killed or injured as a result of high-speed pursuits ? say the state and law enforcement agencies aren't doing enough.

?Every chase increases the risk to public and to the police officers,? said Candy Priano of Chico, whose daughter, Kristy, was killed after a police chase in 2002.

Priano, who founded the watchdog group Voices Insisting on Pursuit Safety, said pursuit-related crashes kill an average of 30 bystanders every six weeks in the U.S.

The group is developing a legislative committee at the federal and state levels to call for changes in police training, is pushing for a law that would make reporting pursuit information by police agencies mandatory nationally and for stiffening penalties for those who flee police.

The CHP records, collected from the all police agencies in the state, show that the deadliest of the past ten years was 2009, when 42 people were killed in chase-related collisions in the state.

In fact, even though the total number of pursuits has gone down in the state since a law aimed at curbing them went into effect in 2006, the chases appear to actually have become more dangerous.

There was one death for every 228 chases in 2003, a year when California led the nation in police pursuits. The death toll in 2009 amounted to one for every 132 chases.

The casualties have sparked continuous soul-searching among law enforcement agencies, said Prieto of the California Highway Patrol.

?We talk about it frequently,? Prieto said. ?Pursuits are a really important question for all law enforcement, because of the liability and the damage that can be caused. ? What we do can really hurt or kill someone.?

But, she said, the agency ultimately believes that police agencies need to be able to pursue drivers who may have committed crimes or are driving erratically.

?Sometimes a bigger crime has been committed,? she said.
